Might check AutoZone etc for a lock removal tool set. There are lots of types of wheel locks and measurements are variable. That said, it's not a spline type but/bolt head.

There are many variations on that design. If you could find the documentation that came with those locks, you'll have the necessary key number to order a new lock. Besides that, you'd have to rely on some sort of press-on socket to take it off. Whatever the thieves use I suppose.

If that is a McGard lock (looks like it), contact them. I had a problem in which I forgot to remove the lock from the bolt and then lost it. With a photo from me, they were able to send me another key.
