From what I've gathered, it seems that the Koni's are the "bad road" damper because they're softer overall than the Bilstein's and ride much nicer over sharp imperfections and potholes. The same applies on-track; the Koni's feel great at Summit Point Shenandoah and its craggy pavement, but, at silky-smooth Summit Point Main, they feel floaty and out-of-control.

This is comparing the feeling of my father's former E39 540i with Bilstein's to the feeling of my car and Koni Yellows with Eibach Pro-Kit springs.
That sounds about right. I read somewhere around here that the Koni's are better at the smaller, higher frequency bumps, and the Bilsteins are better at higher speed, larger bumps, but I haven't directly compared them like you have.
