Unable to turn on bluetooth w/ logic 7

I have a 2008 135i with ccc and a logic 7 sound system. I am unable to check off the "Bluetooth communication active" in the settings menu. I have tried doing the update services to no avail. I have tried another TCU with the same result. I tried it after putting a fiber bypass on each of the TCU, MULF2, Logic amp, ?Satellite radio?(thing next to TCU). Everything else works including the usb and aux and xm. I tried to check it with inpa but got a lot of errors so ordering another d can cable hopefully with a green board. it is supposedly common to have issues with the white board one I was using.

So what so I look at next? I have had the car a few months and it has never worked. I do have a android unit on the way so this may be a useless task but was hoping to fix it before I make everything more complicated just in case i need it for something later on.
