Best Cosmetic Mod For the Buck?

Most Noticable Cosmetic Mod too

Something that when people see my car will notice that i have spend the money for it. Something that makes people turn their head MORE then they already do .
Also, if you have an idea on what and from where, link of it would be great help

Best mod for the money? Simply, tint... in my opinion. You could lower the car cheeply too, but probably not reliably, so I'll put that second. ACTUALLY the best mod for the money would be just keeping the car well detailed. That goes a long way!

Tint and CF performance spoiler. I would have said shadowline grills, but they are a bit subtle to be considered head turners as per your requirement...

IMHO I think it would be wheels, looking at your list of mods I don't think there's anything else you can add cosmeticly to that list other than maybe performance spoiler, cf hood, side skirts or maybe 6k d1s bulbs

You got black so CF trim isn't going to pop. You already have shadowline grilles. Except for wheels, everything else is going to be pretty subtle.
Go for wheels.

Euro-spec headlights with clear corners.

Edit- Yea, they're pricey and almost impossible to get, but it makes car look much better than any other cosmetic mod IMO.

I'd say those EFX LED Angel Eyes bulbs, 130bucks, you get evenly lit angel eyes and can even see it during day, it'll grab attention for sure (good And bad hehe).
