Hole in wheel well material

I was looking at my wheels and noticed a hole in the wheel well material at the back of the drivers rear wheel. The hole doesn't go to anything.

There are two pictures attached. One is a close up of the hole, and the other is at a distance so you can see where it is in relation to the wheel.

Is this normal? Does anyone else have this hole going to nowhere?

Any help is greatly appreciated. Thanks

It looks like the hole for the rear mud flap install.

IIRC I had to drill/cut on one side and did not on the other. Looks to be about the right spot.

I can at least second what 3002 tii said and definitely everyone has it.

Thanks for the replies. Just wondered if I was missing something on the side with the hole.

Totally normal. After getting my car back from the collision shop I wondered the same as you.
