Headlight stuck in highbeam

I changed a burnt out passengerside headlight bulb, Xenon , with a Sylvania, first drivers side was ok but new one was stuck in high. Thinking the light was defective I exchanged for a new one but my headlights are both in high beam, I re-replaced with OEM bulb but still same problem, the fog lights work but the lights are in high beam. They still level when the engine is turned on, but are in high beam. Even the shop has never heard of this problem. The cover is a bugger to get in and the rear clip slips out everytime I try to get it in place......frustrated as hell.... 2010 128i Cabrio

What even is the high beam on our cars? Is it just a mechanical adjustment upwards to make it a literally higher beam?

Is the blue indicator light on the dash on all the time?
