Unhappy Fixing front bumper and hood [chips and nicks]

One for the resident experts! My car has a TON of horrific chips and nicks from rocks and whathaveyou all over the front bumper. The hood has a few as well, though not nearly as bad.

What is my best option for making this look better, short of a re-spray?

I just posted in this thread my plans for the rest of the car, but I'm not sure the cut & polish will have any impact on these deeper imperfections. Some are beyond the paint even.
