No 12V on OBD socket

E87 118d 2006 year - can't connect with any diagnostic tool (tried different ones)
I measured PIN 16 in OBD socket and it doesn't have 12V. Shows 0.02 or something.

Car is working fine, however i need to be able to connect in order to do some coding after i retrofit multifunction steering wheel (didn't changed that yet)

From what I found in the internet, in Fuse box, F58 is resposible for instrument cluster + OBD. Checked this one and it was fine (instrument cluster got reset) but it still works.

Any ideas what should i check next?
I've asked previous owner if he did any modifications around OBD (like some kind of anti-theft stuff) and he said everything was fine before.
