windshield has spiderweb looking scratches

or something? anyone else have this issue? I can only see it when the windshield is wet. I have a new hydrophobic coating I want to apply but I'd like to get rid of the scratch like marks first if I can.

Are they cracks or scratches?

Just clean it well and put ceramic coating over it. Should fill any minor imperfections
