Squealing noise, need opinions!

So I have this noise coming from my engine bay. It's only audible under 1500 RPM and usually only if the car is in drive. There was only one instance where it did it while parked.

Car has 58k miles and recently had the expansion tank, water pump and thermo replaced.

Mechanic believes it's probably just coolant inside the bearing of my idler pulley. Thoughts??

Only when an or fan on turn it off goes Away?
