Exhaust flap solenoid issue

I'm actually looking to reverse the golf tee mod on my vehicle and have run into a problem. I am not getting the valve to close during idle. I've checked the vacuum line and it is working. I can bypass the solenoid and get the flap to close. The solenoid works on a bench check so I took a look at the input voltage in the car. I was only seeing .2 V at the connector which would explain why the solenoid isn't actuating.

Any ideas on what could be causing this or how to track down the problem?

The valve works under different conditions on different models and yours might be like my 130i's - open at idle.

I believe the turbo models close the flap at idle
