2011 135i Rear Tail Light - Dark on Auto and "On"

Not sure what the issue is. The outer tail lights, the single one on the outer side of the car, does not go on on the Auto mode, or the full ON mode. I replaced both bulbs.
Could this be a BIMMERCODE issue? Is there something I can check in the programming?

When the parking lights or the off position, the lights are illuminated.

Sounds like they are coded wrong. I believe something like that happens when you put halogen lights in a hid car.

Was the tail lights. They did not have the outside power to the outer lights. This is what the manual is referring to when the LED lights need to be secure in the housing.
