The dv/charge pipe is honestly fine. I see on here many people upgrade it, but on e90 post I know a hunch of people who say upgrading it is pretty useless unless you're adding it for a meth bung as well. If you're looking for more power, then meth is the way to go for that price. But adding a sway bar and some subframe bushings would be in that price range and help the feel of the car by a good amount.

$600 will buy you some odds and ends that won't matter much. For $800-1100 or so there are a bunch of things that make a significant difference.
Cobb AP will gain you 50+hp. Call around for best price. No one is allowed to quote lower than list on websites but if you call and order you get get them cheaper than list. Still more than $600... Or find one used. Just make sure the previous owner gaurantees they "unmarried" it from their car. Stock tires only last so long so you'll have to buy a new set soon enough anyway. $600 won't buy good 18" tires. A set of 225/255 Starspecs is $872 on Tirerack and should fit stock wheels. These will blow the doors off the factory RFTs, which are junk. They ride horribly and don't offer much grip for being summer tires. Another alternative would be suspension kit. For $988 on Tirerack the Eibach Pro System Plus comes with springs, dampers, and swaybars. Or just a front swaybar (M3, or whatever kit) for $250 or so. You don't need a charge pipe or by-pass/blow-off valve kit unless you are just looking for bling. CDV is cheap or free. Go for it.

Thanks for all the input on this guys, ended up going with the occ from bms. Haven't installed yet but the craftsmanship on it seems top notch.

I was going to add...invest that $600 in yourself and sign up for a couple HPDE's to learn to drive the car...
