The average age of cars is now at 12 years old and there are zero self driving cars available. Even if every car built today was self driving it would take a really long time to get to the point of banning self driving. Maybe by "soon" you mean decades away?

Not to mention the worlds largest companies have decided self driving is way harder than they expected and have bailed. Development has all but stalled.
