Hey guys, I was browsing around Craigslist and found this listed 135i with low miles and the guy clearly put a good amount of money into it for it to be 660whp.

Seems like a pretty good deal to me. You can find a stock 2008-2009 with similar miles for $11-12k.
Turbos: ~$2000 JB4: ~$400 ER FMIC+CP: ~$800-1000 Fuel-It Pump + Rail: ~$1500-2000 DP + Exhaust: $600-900 LSD: ~$2000 To build it to the same level yourself would cost around $19-20k, not including labor.

Forget about internals, it doesn't matter for this discussion. Threshold for safe stock N54 engine operation is 600whp. Better to look at a single turbo converted car if looking for 500whp+ as it reduces the torque below 3k rpm.
Lots of factors going into this, I would pass on that car and buy one that fits your base specifications (trans/color/interior spec), then mod and learn along the way rather than try to digest the mountain of N54 tuning/hardware all in one shot. If you buy that car you'll likely find all kinds of things that you don't like and end up changing parts out anyway. Do it right once.
