Replacing stock turbos

At some point I will be replacing my stock turbos. In order to be smog legal in CA do I have to replace them with the same crappy stock units?

I have been told stockframe turbos like pures and vargas turbos, on a stock tune will run like shit, but should pass smog. I don't know and haven't tested it for myself.
