IBS does not give an indication of trouble

It appears that my battery may be going bad. If the IBS is as intelligent as it suppose to be then why does it not give some indication of deterioration to the battery.

Because it is not as intelligent as you assumed it to be. The IBS isn't there to predict battery failure. Its only purpose in life is to monitor the "chargeability" of the battery and control the amount of electricity that goes from the alternator into the battery.
Furthermore, it can never account for the manufacturing differences from battery to battery to predict when one will fail.
