How does the track width adjustment affect the wheel distance to the fender, if at all?

If I upgrade to M3 arms on my 135i, the arm length is increased and while more camber is achieved the wheel is pushed out more. How do these arms differ?

These will also push the wheels out with more camber and wider track width. If you need more camber, the ideal way to do is with camber plates. if you need more than camber plates can offer, then install these.
