Need help: inner rear wheel whell

My inner rear wheel whell closer to the doors, is poki g out and eating away on tires, have tired to bend back, but driving for awhile will push it back out. Any one have any idea what can be going on. I feel like something is wrong , in a way like its getting pushed out by something.

It's wheel rub. Tire is catching and pulling that metal out. You need to aggressively roll it inward.

Thanks for the input guys, needed to deal with it, because of serious miles i was going to put on the vehicle, so i just cut it off, painted over with a paint stick (color match) and pushed it back as much as i possibly could
