Apparently I already had the answer in a box of parts I had already ordered.
I just looked in the bag I ordered from Tisher that contained 51-74-2-157-684 Set Air Duct 519070 and inside were 4 other bags with parts.

61 12 9 162 854 - which appears to be BE (relocation cabling)
51 74 2 179 530 - two L brackets (for holding the horns) - BF
64 21 9 415 899 - two rivet nuts - BG
07 11 9 903 844 - two bolts (for the rivet nuts I presume?)

So, not exactly all the correct parts..but close. Wonder if 67618370818 and 07129905471 are really needed?

So how do you do step 10 of the power kit instructions? I can't get the upper part free enough to remove the radiator holder. The tope two bolts won't clear and it's the plastic "frame" that won't see to move far enough. Is there a trick to it?

Figured it out. You have to remove all 8 bumper fasteners and the 4 upper fasteners (2 each side above the headlights). Then you need two people...one to pull it back and one to wrestle the old part out and the new one in. Whew...got the new cooler in! Tomorrow I'll route hoses...
