N55 Hesitation, low power, no code. Potential WG issue?

Hi everyone!

So i've been chasing this issue with my N55 PWG E88 for a while. Boost is consistently 2-3 PSI lower than requested. Car feels laggy, and low on power. No DME codes. I've changed many parts, including the boost solenoid, diverter valve, fuel pump, VANOS solenoids, charge pipe, and others. While doing the DV last week, I noticed my wastegate actuator has play in it, and can move in and out. See the link for video:

Is that a normal amount of movement on a cold turbo, or could this be the source of my issues?

Anyone? I'm really just looking to know if that means this turbo is dead or not.
