Shadowline trim

I have a 135 black saphire with black shadowline trim around the windows.

The trim has what looks like waterspots, mottling, and I'm wondering what I can do to polish this out.

Is the shadowline trim some kind of black chrome? Is it paint?

Thanks for any help.

I just realized I should have posted this in the detailing thread. Maybe the mods can switch it to the proper thread?
