Hood Bracket

I noticed yesterday that the U shaped bracket on the underside of the hood that locks the hood down onto the car (not the release latch that you depress to release the hood) is loose. It has one phillips head screw that I tried to tighten but it would not tighten. It would back out but not tighten down. Is this normal and the way it is designed or is there a problem. Thanks.

Thanks. I suppose a certain amount of movement is allowed so that it lines up with the lock.
