Power steering pump buzz?

Hi guys, still learning these engines.
Should a power steering pump make a constant buzzing sound? You hear it from front of engine down by lower mess when outside.
Put a stethoscope to the pump & definitely buzzing from there. Should they be silent? Checked fluid & inbetween the marks, looks a greyish colour on rag, car done 25k miles.

That doesn't sound right. The fluid should be light green, and the pump should be quiet unless you are steering near the end of range left or right.
