My perfect M1:
  • AWD, rear bias
  • Tune the engine for 350hp
  • Lighten the car w/ CF and aluminum where possible
  • No run flats, lifetime tow coverage
The car should weigh the same (awd offsets lighter components, but still have a lower CG) but have better handling, more power, and AWD. I would pay 8-10k for this depending on how well it was implemented.
And part of that would be new lightweight fenders to allow larger rubber. Remember the E30 M3 looked similar to the regular E30 but the only body part they shared was the roof I believe.

Add lots of lightweight body parts and upgrade suspension and brakes.

I too wouldn't mind AWD but basic RWD would be more reliable and that much more lightweight.

An M1 targeted to appear at the time of the next face lift makes more sense to me.

In light of non-spectacular front end styling and relatively poor aerodynamics, expect a face lift for all the 1-series models within less than three years. That will also provide sufficient time to work on a truly spectacular, lightweight M1.

For what it's worth, the current 135i already has M-like performance potential. For instance, the published 0-100 km/h acceleration time of 5.3 seconds is exactly the same for the new M3 Cabrio as it is for the 135i.

The new M3 sucks. They better come out with a new M1 or that hole division can kiss its prestige goodbye.
