Seat folding issue - passenger front

Sorry, not sure where to put this.

The front passenger seat for a while is a bit "stiff" well maybe for a VERY long time.

So I lift the small black clip up, (no restrictions) then when I try to fold it forward OR push it back, it's like it's trying to get over a "hump","notch","restriction" no noise or anything, and then it goes into position.

The drivers seat no problem. The Passenger seat gets well used (daughter goes in and out of it to get to her car seat)

Is this normal, does there need to be some kind of lubrication or adjustment.

also whats a what's good way to clean and lubricate the seat runners, as a preventative maintenance
