Possible Fuel Pump Issue, Need advice

Good morning guys,

My cousin borrowed my car and just gave me a call. He says when he started the car a bunch of lights turned on the dash and the steering wheel locked up and the car wouldn't start.

He has driven the car before so I am assuming it was not a stupid mistake of not turning it on correctly, could this be the fuel pump?

Does the steering wheel lock up when a fuel pump goes out and the car refuses to start? Any help would be appreciated, I am heading over to check it out soon

sounds to me like he doesnt have it in N or D....

thats not a fuel pump
