Adaptive headlight

Im sure its been asked on here thousands of times, but when i turn my car on the lights adjust up and down like they should, and then when i turn the steering wheel to the right the right light moves, but when i turn to the left the left doesnt move it just stays straight. any ideas why, thanks.

normal, doesn't go left while sitting still to avoid blinding oncoming traffic at a stoplight while waiting to turn left.

it will go left when driving.
