best way to mount lip on m3 rep bumper

is the best way to mount a full lip on the m3 rep bumper to match up with holes in the bumper, pre drill the lip and use longer screws to mount in oem locations?

That and the addition of some 3M tape near the corners to keep it tight to the M3 bumper.

I used the betalink and screws. That lip wont move lol
