New Eccentric Shaft Actuator makes clicking noise

Hello, I just replaced my actuator inside the engine. I replaced it because the motor felt sluggish and I could tell during down shifts. After replacing the actuator, The car starts up, runs fine, and there are no codes. However, it makes a rapid clicking noise on start up and still feels sluggish. I understand that the clicking noise can come from the actuator being faulty. I did buy a brand new actuator and I really do not think that the actuator could be at fault. Again, there are no codes. Do I need to use the ISTA program to relearn the stopping points for the actuator? I also made sure that the camshaft gear was in its most maximum position.

Any help would be great thank you.
