I just went through the process today, and wanted to share an image of where the RDC Module was located on my 2013 128i.

This is looking from under the rear bumper, the module was in that container with the plug coming in from the passenger's side.

I recently got new wheels and saw the same TPMS Inactive warning on the dash. It ended up being very easy to code out with the Bimmercode iPhone app. I have not attempted to code in the Flat Tire Monitor yet.

The following steps worked on my 2011 128i e82 with no nav:

1. Locate and unplug RDC module in the trunk under the liner just under the rear passenger tail light.
2. Plug in battery charger in preparation for coding
3. Connect Bimmercode with compatible OBD dongle
4. Scroll down to Instrument Cluster coding
5. Change to Expert mode
6. Go to 3000 Anzeige_Kongifuration
7. Select RDC_VERBAUT and change from aktiv to nicht_aktiv
8. Go to 3004 ERM_Configuration
9. Select RDC_ALIVE and change from aktive to nicht_aktiv
10. Press Code and you're done.

DUUUUUUDE, I wish I'd have seen this 2 weeks ago Bought VMR's and new tires and TPMS/Stems - but for whatever reason, the car wouldn't recognize, so i ended up getting a tablet and Protools and their dongle solely to shut the inactive off. I have Bimmercode. THANKS for posting though as the common answer i got through searching was that BC didn't do TPMS
